PROBLEM TO BE SOLVED: To provide: a substituted ceria which has oxygen absorption/emission ability at low temperature compared with a conventional ceria and ceria-zirconia; a microporous layer containing the ceria; and a polymer electrolyte fuel cell comprising the microporous layer.SOLUTION: This invention relates to a ceria having a fluorite-type crystal structure, wherein: some cerium atoms are substituted with atoms of other elements having valency of other than 4; and at least some of the atoms of other elements having the valency of other than 4 are atoms of pentavalent elements.SELECTED DRAWING: Figure 12
