PROBLEM TO BE SOLVED: To provide a device, etc., capable of reliably protecting and rescuing a person to be protected.SOLUTION: A device obtains a message for asking to protect a person to be protected from a message storing device 55, and outputs the obtained message from a speaker 56. The message is output from the speaker only when a telephone call has been received from a guardian. Further, the device receives an instruction to transmit a protection request signal for requesting protection of the person to be protected, and upon receiving the transmission instruction, the device transmits the protection request signal to a device used by the guardian. Further, upon receiving the transmission instruction, the device transmits instruction information for instructing a locking control device 57 to lock or unlock an entrance 63 of a house where the person to be protected is present.SELECTED DRAWING: Figure 7
