PROBLEM TO BE SOLVED: To provide a radiation panel which enables improvement of sound absorption performance and cooling/heating performance, and to provide a partition.SOLUTION: A radiation panel 3 includes: a surface material 10 which is disposed facing a living space E1; a rear surface material 20 which is disposed at a space, opposite to the living space E1, of two spaces sandwiching the surface material 10 and forms an enclosed space E3 with the surface material 10; and a cool temperate water pipe 40 which is disposed in the enclosed space E3 and performs heating or cooling. The surface material 10 is formed by fibers having heat conductivity higher than that of the rear surface material 20.SELECTED DRAWING: Figure 3
