PROBLEM TO BE SOLVED: To provide a radiation panel which enables improvement of sound absorption performance and cooling/heating performance, and to provide a partition.SOLUTION: A radiation panel 3 includes: a surface material 10 which is disposed facing a living space E1; a rear surface material 20 which is disposed at a space, opposite to the living space E1, of two spaces sandwiching the surface material 10 and forms an enclosed space E3 with the surface material 10; and a cool temperate water pipe 40 which is disposed in the enclosed space E3 and performs heating or cooling.
