PROBLEM TO BE SOLVED: To improve power generating capability per one lid member without significantly damaging a drainage function of the lid member.SOLUTION: A solar power generating device comprises: a lid member including a plurality of through holes in a first direction; and a solar cell which is provided on the lid member in such a manner as not to close the plurality of through holes and in such a manner as not to extend beyond the lid member in the first direction, and which can receive sunlight incident on the plurality of through holes. The lid member is provided, for example, in a ditch recessed in the first direction or in a hole in the first direction on a road or outdoor field in such a manner as to cover the ditch or the hole.SELECTED DRAWING: Figure 1
