PROBLEM TO BE SOLVED: To provide an illuminating system that, when the road surface is flooded, can make the boundary between the road surface and the sea, the river or the like visible while securing waterproofness.SOLUTION: An illuminating system 10 which is an example of the embodiment includes a solid light source 12, a wave length changing element 14 that changes the wave length of the light emitted from the solid light source 12, a light guide tube 15 which has the property of floating on water while propagating and permeating incoherent light emitted from the wave length changing element 14, and a connection member 17 that holds the light guide tube 15 on a road surface 100 while ensuring the floating property of the light guide tube 15.SELECTED DRAWING: Figure 1
