To provide a shovel and the like capable of facilitating implementation of an impact mitigation mechanism and posterior characteristic change.SOLUTION: The present invention includes a traveling body, a revolving superstructure mounted to be swingable on the traveling body, an attachment mounted on the revolving superstructure, and an operating device for operating the traveling body, the revolving superstructure, or the attachment. The operating device has an operating lever capable of tilting about a predetermined operation axis, a command output unit outputting a command for operating the traveling body, the revolving superstructure, or the attachment according to an operation input to the operating lever, and a delay transmission unit delaying the operation input and transmitting the delayed operation input to the command output unit.SELECTED DRAWING: Figure 4
