To maintain a state in which blocking of a ventilation layer can be surely performed.SOLUTION: A waterproof member (1) is arranged in a ventilation layer (18) formed between an outer wall (15) and a surface material (12) opposing thereto, which communicates with an opening part (15a) provided in the outer wall (15) of a building.
