To provide a staircase opening handrail capable of keeping a gap between floor cloth frames narrow and not allowing beams of the staircase opening handrail to protrude above the floor surface, and a temporary scaffolding incorporating the stairway opening handrail.SOLUTION: A stairway opening handrail 32 includes beams 33 with clamp metal fittings 50 at both end portions that can hold cross beams or horizontal materials of a temporary scaffold in the longitudinal direction, and in the stairway opening handrail 32, at least the clamp metal fitting 50 which is on the side of the climb up and down entrance among the clamping metal fittings 50 is configured as an eccentric clamp metal fitting 53 having a step 55 in the width direction of the beam 33 in plan view.SELECTED DRAWING: Figure 8
