To provide a sanitary washing device and a toilet device, that can realize downsizing, can secure a necessary flow rate of washing water, and can improve a switching speed between ports.SOLUTION: The sanitary washing device according to the embodiment comprises a washing nozzle and a flow channel switching unit. The washing nozzle has at least three flow channels. The flow channel switching unit selectively supplies the washing water to each flow channel, and has a fixed disk and a movable disk. The fixed disk has a first port to a third port. A plurality of first ports are arranged on a first circumference, and are connected to any one of respective flow channels. A second port and the third port are disposed on a second circumference on an inner diameter side of the first circumference, and are connected to any one of the flow channels. The movable disk has a first opening to a third opening. The first opening is disposed on the first circumference and selectively exposes the first ports. A second opening and the third opening expose the second port and the third opening when the first port is not exposed.SELECTED DRAWING: Figure 4A
