To enable smooth separation of a bit from a boring rod.SOLUTION: A bit attaching/detaching device comprises a latch case 4 having a bit 3 attached to its end and provided with a rotatable latch pawl 8, a packer tube 20 including a packer 22 and inserted into a boring rod 6 together with a water conduit in communication with the water conduit for taking out the spring water, a latch release member 30 attached to the packer tube 20 and inserted into the latch case 4 to rotate the latch pawl 8 in a disengaging direction, a coupling latch 34 for coupling the latch case 4 and the latch release member 30 by inserting the latch release member 30 into the latch case 4, and a release pin 39 for rotating the coupling latch 34 in the disengaging direction.SELECTED DRAWING: Figure 3
