To provide a water stop which is light and compact in a storage state and allows assembly to be easily performed as well as which is excellent in durability and maintainability.SOLUTION: A water stop 10 is provided with: a windable cut-off sheet 11 having a plurality of vertical libs 11B consisting of fibers and composite material parallely arranged, and a skin part 11C between adjacent vertical libs 11B; a cut-off rubber 12; and an adhesive layer attaching the cut-off rubber 12 to the cut-off sheet 11 which is placed between the cut-off sheet 11 and the cut-off rubber 12.SELECTED DRAWING: Figure 1
