To complete placing an impervious sheet quickly.SOLUTION: A method includes: developing a work ground 22 exposed to air over the whole width of the coast direction of a closed region 16; excavating an original ground 12a in a range of deep water on an offshore SO side to obtain sediment 20 used at the time of developing the work ground 22; forming a large panel 30L of an impervious sheet with a predetermined width on the work ground 22, over the whole width of the coast direction of the closed region 16 and in the offshore SO direction in order to secure a place with a wide area for formation work of the large panel 30L on the work ground 22 exposed to air; forming an integrated impervious sheet panel having an area in which a water surface 16W can be covered with the large panel 30L by repeating work to move the large panel 30L onto the water in the closed region 16 and in which a water bottom 16SF in the closed region 16 can be covered by joining only the adjacent sides of the plurality of large panels 30L on the water; and sinking the integrated impervious sheet panel into the water bottom 16SF to cover the water bottom 16SF.SELECTED DRAWING: Figure 1
【課題】迅速に遮水シートの敷設を完了する。【解決手段】閉鎖領域16の岸沿い方向の全幅に渡り、気中に露出する作業地盤22を造成する。作業地盤22の造成の際に用いられる土砂20を、沖寄りSOの水深が深い範囲の原地盤12aを掘削して得る。作業地盤22上で、閉鎖領域16の岸沿い方向の全幅に渡りかつ沖方向SOに所定幅を有する遮水シートの大パネル30Lを形成することで、広い面積を有する大パネル30Lの形成作業の場所を、気中の作業地盤22上に確保する。大パネル30Lを閉鎖領域16の水上へと移動させる作業を繰り返すことで、水面16Wを大パネル30Lで覆い、複数の大パネル30Lの隣接辺のみを水上で接合することで、閉鎖領域16内の水底16SFを覆うことが可能な面積を有する、一体の遮水シートパネルを形成する。この一体の遮水シートパネルを水底16SFに沈降させ、水底16SFを覆う。【選択図】図1
