To provide a restraining device and a restraining method capable of improving the stability of a building during construction while securing the structural soundness and safety of the building during construction.SOLUTION: A restraining device 40 is a restraining device 40 attached to a seismic isolation device 30 installed in a building 1 during construction, and includes restraining means for restraining the seismic isolation device 30 so that the seismic isolation device 30 does not function when the restraining device 40 receives an external force less than a predetermined amount, and for releasing the restraint of the seismic isolation device 30 so that the seismic isolation device 30 functions when the restraining device 40 receives an external force of a predetermined amount or more.SELECTED DRAWING: Figure 2
