To provide a sloped face monitoring system and a sloped face monitoring method which can estimate initial quasi-saturated volumetric water content.SOLUTION: A sloped face monitoring system comprises: a soil moisture meter detecting volumetric water content of soil in a sloped face; a precipitation amount detector detecting precipitation amount in the sloped face; an estimation portion estimating initial quasi-saturated volumetric water content based on a relation between a precipitation amount and initial quasi-saturated volumetric water content calculated in advance in an optimized soil model for the sloped face and the detected precipitation amount; a comparison portion comparing the detected volumetric water content with the estimated initial quasi-saturated volumetric water content.SELECTED DRAWING: Figure 15
