To provide a package management system and a package management method capable of contributing to improvement of security when loading space of a vehicle is used as a package delivery location.SOLUTION: An in-vehicle device 10A constituting a package management system comprises: a locking and unlocking device 300 for locking and unlocking a vehicle in response to a request from a terminal provided in the vehicle and used by a user who delivers a package; an imaging device 11 for capturing the inside of a predetermined area; and a control unit 104 which causes the imaging device to capture the inside of the predetermined area in response to the locking and unlocking device locking and unlocking the vehicle according to the request, and to store the captured image.SELECTED DRAWING: Figure 2
