To provide a ground surface or soil that can cope with the occurrence of liquefaction or the like when the ground surface or soil fluctuates or changes due to an earthquake or underground work or the like.SOLUTION: In the underground or the ground surface where fluctuation of the ground surface or soil by earthquake or underground construction occurs, a composition that allows liquids, gases, solids, etc. to gather, intrude, store, retrieve, or collect on the upper part, the upper surface, the lower part or the lower surface of the ground surface or soil is set up, and their composition prevents liquefaction and the soil or the ground surface has a structure that stabilizes the soil by various mechanisms, structures, and actions such as absorption and penetration.SELECTED DRAWING: Figure 1
