To provide a displacement stopper having an excellent energy absorption property and preferable workability, and a base-isolated building having the displacement stopper.SOLUTION: In a base-isolated building 100 having a base isolation layer 70 having a base isolation device 60 and interposed between an upper structure 40 and a lower structure 50, a displacement stopper 30 mounted to the base isolation layer 70 suppresses the horizontal displacement of the upper structure 40, and has two rising pieces 1 made of an elastic material. The two rising pieces 1 are tilted toward head parts from leg parts and are connected with each other at the head parts, respectively. The leg parts and the head parts are formed of an elastic body 10 having flat end parts 2, 3.
