To reliably detect a person in a room through image capturing with a monitoring camera.SOLUTION: In a resident monitoring system 10, in a case where ID authentication for an entrance applicant who wishes to enter a room 200 is newly performed further when the number of persons detected by a resident detection unit 132 has reached the maximum number of people that can be detected by a person detection unit 133, an entry/exit management unit 131 compares the priority of the entrance applicant and the priority of all persons managed by the resident detection unit 132, and if (i) the priority of the entrance applicant is lower than the priority of all persons, does not permit the entrance applicant to enter the room 200, and if (ii) the priority of any of the all persons is lower than the priority of the entrance applicant, executes exit request processing of requesting the person of low priority to exit the room 200.SELECTED DRAWING: Figure 1
