To provide a safety determination device capable of easily and quickly grasping whether safety of an operator is secured or not, a safety determination system, and a safety determination method.SOLUTION: A safety determination device 30 comprises: an image input unit 30a for inputting an image captured by a camera that captures an image toward a line of sight of an operator; a subject recognition unit 30b for recognizing an image of a work target within an image region of an image; a hand recognition unit 30c for recognizing a hand of the operator in the image region of the image; an act determination unit 30d for determining whether the work target and the hand overlap or not in the image region of the image; and a conditions determination unit 30e for determining whether the operator satisfies predetermined conditions or not indicating a situation in which safety of work is not secured in relation to the work target when the act determination unit determines that the work object and the hand of the operator overlap with each other.SELECTED DRAWING: Figure 4
