To provide a construction management system and a work machine capable of improving work efficiency of a work machine according to variable factor data including soil property data acquired in advance and improving work efficiency of an entire construction site.SOLUTION: A construction management system includes a construction plan data calculation unit 306 that, based on present status topographic data at a construction site, design topographic data, basic unit data of a hydraulic shovel 4, and variable factor data including soil property data and weather data information, calculates construction plan data at a construction site; a target topographic data calculation unit 307 that calculates, based on construction plan data and position information of the hydraulic shovel 4, target topographic data as a work target of a work machine; a target machine data calculation unit 309 that calculates, based on the variation factor data and the target topographic data, target machine data including a target speed related to driving of a work device attached to a body of the work machine; and an output device 308 that outputs the target machine data to the work machine.SELECTED DRAWING: Figure 3
