To provide an interior panel capable of improving the flame retardancy of at least one side end in addition to the flame retardance on the indoor side, and an interior panel manufacturing method capable of suitably manufacturing such an interior panel.SOLUTION: The interior panel 1 is constructed with the back side facing the interior base 5 side, and it comprises a foamed resin layer 20, a flame retardant layer 12 provided on the indoor side of the foamed resin layer, and a decorative layer 11 provided on the indoor side of the flame retardant layer, in which at least at one end 2, extended portions 10B of the surface layer 10 including the flame retardant layer and the decorative layer are provided in series on the end surface 3 and the back surface of the one end.SELECTED DRAWING: Figure 1
