To provide a water cutoff plate capable of being manufactured with high productivity and realizing high intensity and weight reduction.SOLUTION: A water cutoff plate 30 is employed and installed on a structure. The water cutoff plate 30 comprises: a plurality of carbon fiber-reinforced resin composite materials 50 including carbon fiber and resin; and a holding body 40 holding the plurality of the carbon fiber-reinforced resin composite materials 50 in a laminated state.
