To provide a cement manufacturing method that can produce high quality cement clinker by optimizing an amount of calcium fluoride sludge to allow for stable low-temperature firing.SOLUTION: In a manufacturing facility and manufacturing method for cement, cement clinker is produced by adding calcium fluoride sludge to a cement raw material so as to produce a blending raw material, and pre-heating and firing it. The cement manufacturing facility and manufacturing method have a storage silo connected to a feeding mechanism provided with means for drying calcium fluoride sludge to crush and mix it, means for measuring a fluorine content and moisture content of calcium fluoride sludge crushed object, means for weighing the calcium fluoride sludge crushed object with the fluorine content and moisture content measured, and means for supplying the calcium fluoride sludge crushed object weighed.SELECTED DRAWING: Figure 1
