To provide a carbon dioxide production device capable of inexpensively producing high density carbon dioxide including very few harmful component, and a carbon dioxide production method using the same.SOLUTION: A carbon dioxide production device comprises: a gas circulation line for circulating a gas including carbon dioxide; a heat exchanger, a reactor, and a separator arranged in the order on the gas circulation line; a raw material powder supply line, a carbon dioxide collection line and a reaction temperature reduction means connected to the gas circulation line, the reaction temperature reduction means reduces reaction temperature of decarboxylation reaction in the reactor, the carbon dioxide collection line collects the gas including carbon dioxide having density of 95 vol% or greater to outside of a system of the gas circulation line.SELECTED DRAWING: Figure 1
