To provide a toilet seat device that can improve a degree of freedom in design of a cover interior in which a function part is installed, and to provide a toilet device.SOLUTION: A toilet seat device includes: a function part 4 installed on a toilet bowl; a cover part 6 for covering the function part 4; a toilet lid 3 installed on the toilet bowl and provided so as to be capable of opening and closing with respect to the toilet bowl; opening and closing mechanisms 11, 21 for supporting the toilet lid 3 so as to be capable of opening and closing it or adding resistance when the toilet lid 3 is blocked.
