To provide a vibration damping device for a floor capable of effectively dumping vibration in a floor structure.SOLUTION: A vibration damping device for a floor comprises: a rigid plate arranged on either or both of an upper surface and a lower surface on a floor structure of a structure apart from the surface; an anti-vibration supporting mechanism connecting the rigid plate to the floor structure in a vibration isolation condition; and a damping member arranged with pre-compression applied between the floor structure and the rigid plate, wherein the damping member is arranged on a side of the rigid plate and comprises: a first rubber layer of which a first irregular surface is provided on a side of the floor structure; and a second rubber layer of which a second irregular surface press-abutted on the first irregular surface of the first rubber layer in a way that both of the irregular surfaces correspond to each other, is provided on the side of the rigid plate.SELECTED DRAWING: Figure 3
