To provide a device or the like that can appropriately maintain and manage a water pond-like structure 101 in accordance with the environment where the water pond-like structure is placed.SOLUTION: The present invention relates to a maintenance management device 1 that has means 10 for identifying the target location of a water pond-like structure 101 to be determined, gas phase portion load resistance determining means 21 for determining load resistance when the target location is a gas phase portion 108, liquid phase portion load resistance determining means 22 for determining load resistance when the target part is a liquid phase portion 107, (liquid phase portion) usability determining means 23 that determines usability when the target part is the liquid phase portion 107, and first coating necessity determining means 30 for determining the degree of necessity of the inner coating of the water pond-like structure by the result determined by each determining means.
