To provide an electrolyte for an electrochemical cell, capable of suppressing peeling and deformation, and an electrochemical cell capable of suppressing the peeling and deformation of an electrolyte.SOLUTION: An electrolyte 16 includes a porous base material 20, a composite part 22a (an example of an ion conductor), and a closed pore 24. The porous base material 20 has a three-dimensional network structure and forms continuous hole 20a. The composite part 22a has ionic conductivity and is disposed in the continuous hole 20a.
