To provide a cement composition excellent in strength development, excellent in flowability, even in the case fly ash is contained, and further small in dry shrinkage in a state of a cured body such as mortar.SOLUTION: There is provided a cement composition containing a Portland cement clinker powder, a gypsum powder, a fly ash powder and a limestone powder having Blain specific surface area of 5,000 cm/g or more, in which the Portland cement clinker powder contains a normal Portland cement clinker powder and a high early strength Portland cement clinker powder, in which at least a part of the cement composition contains a fly ash-containing ground product manufactured by grinding at least one or both of the normal Portland cement clinker powder and the high early strength Portland cement clinker powder, gypsum, and the fly ash as materials for same time grinding at same time.SELECTED DRAWING: None
