To provide a water stop plate which has a small number of components and a simple structure, and can set for a short time and by a low labor securely, and can prevent invasion of water toward the rear side corresponding to the inside of a building opening from the front side corresponding to the outside of the building opening, and a water stop structure therewith.SOLUTION: A water stop plate for preventing invasion of water toward the rear side corresponding to the inside of a building opening from the front side corresponding to the outside of the building opening is constituted by comprising a standing plate-like water stop plate body having an opening contact face which comes in contact with a front end edge or a rear end edge of the building opening, and a ground contact face which comes in contact with the ground, and a pushing body which comes in contact with an inward standing face of the building opening, and includes pushing traction means which pushes the pushing body upward and outward and tracts the pushing body forward and backward to the inward standing face of the building opening.SELECTED DRAWING: Figure 1
