To provide a foam generator and a toilet bowl device that can supply foam to a toilet bowl and that are expected to have an effect of sterilization and preventing mould in the toilet bowl.SOLUTION: A foam generator 3 includes: a water supply device 8 that supplies cleaning water; a first flow path 9 through which the cleaning water is supplied from the water supply device 8; an air supply path 10 that supplies air to the first flow path 9; an on-off valve 11 that opens and closes the air supply path 10; an agent supply device 12 that supplies an agent to the first flow path 9; and a control unit 13 that controls the on-off valve 11 and controls the amount of the agent supplied by the agent supply device 12.
