To provide an underwater construction allowing a high degree-of-freedom to be performed.SOLUTION: An underwater construction comprises: an observation unit 3 installed in undersea (underwater) 11 and having an interior space from which the undersea 11 can be observed; a piping unit 4 in a pipe shape having a passage part (passage) therein; and a connecting unit 5 connecting the observation unit 3 and the piping unit 4, or connecting the piping units 4 to each other, or connecting the observation units 3 to each other, to communicatively connect the interior space of the observation unit 3 to the passage part.
