To provide a lighting control sheet, a lighting control apparatus and a manufacturing method of a lighting control sheet, enabling improvement of electrical reliability in a transparent electrode layer.SOLUTION: A lighting control sheet includes a partition line 51 partitioning a peeling target part 25A in a laminate sheet covering a first transparent electrode layer. The partition line 51 includes: a first recess 51A opened at a second transparent sheet 24B and located closer to the second transparent sheet 24B than the first transparent electrode layer; and a second recess 51B located at a bottom of the first recess 51A. The second recess 51B is aligned in an extension direction of the partition line 51, and has a width smaller than that of the first recess 51A in a cross section along a depth direction of the lighting control sheet.SELECTED DRAWING: Figure 4
