To enable monitoring abnormalities due to displacement of a monitoring object at a low cost and with a long service life.SOLUTION: A monitoring system for monitoring a structure constituting a road comprises at least: an inclinometer 10 that is attached to a monitoring object so as to be capable of measuring an inclination angle of the monitoring object; measurement control means 20 for managing the execution of a measurement work by the inclinometer 10; inclination information generating means 30 for specifying inclination information of the monitoring object using at least the measured value of the inclinometer 10; and display means 40 for generating a monitoring screen formed by displaying a mark on which the inclination information is visualized on a map. A monitoring object abnormality is detected by capturing the displacement of the monitoring object with a change in the inclination angle by the inclinometer 10.SELECTED DRAWING: Figure 1
