To provide a manufacturing system of a cement composition capable of manufacturing inexpensively a cement composition effective for elution reduction of hexavalent chromium.SOLUTION: A manufacturing system 300 of a cement composition includes a pulverization part 50 for obtaining a cement composition by mixing a compound containing cement clinker and sulfite slurry containing a sulfite compound, and a desulfurization part 60 for obtaining sulfite slurry by desulfurizing at least a part of exhaust gas generated from a different factory 200 on a site different from a cement factory 100 including the pulverization part 50.SELECTED DRAWING: Figure 1
