To provide a floor heating mat that has a preferable sole-stepping feeling even when a thin flooring is laid, in a floor heating mat that does not include a joist-shaped member, and to provide a heating floor using the floor heating mat.SOLUTION: A floor heating mat 1 includes: a plurality of substrates 11 to 18 having grooves 2 at their top faces; and hot water pipes 3 laid in the grooves 2. The hot water pipes 3 are arrayed at a pitch of 30 to 60 mm. A thin soundproof floor 30 is laid on the floor heating mat 1. 【課題】根太状部材を備えていない床暖房マットにおいて、薄いフローリングを敷設した場合でも足裏の踏み感が良好である床暖房マットと、この床暖房マットを用いた暖房床とを提供する。【解決手段】床暖房マット１は、上面に溝２を有した複数枚の基板１１〜１８と、溝２に配設された温水パイプ３とを有する。温水パイプ３の配列ピッチは３０〜６０ｍｍである。床暖房マット１上に薄い防音床３０が敷設されている。防音床３０の厚さは好ましくは８〜１５ｍｍである。【選択図】図２
