To prevent a vehicle control device from being operated illicitly by external tools.SOLUTION: A portable machine (1) includes: a signal generation unit (11) that makes a vehicle control device (2) start measuring time by transmitting a first keyless signal depending on predetermined input operation for an input unit (20); and a timer (12) that measures, only for a first period, a time lapse from when the input unit (20) receives the predetermined input operation or a time lapse from when the signal generation unit (11) transmits a keyless signal. The signal generation unit (11) transmits a second keyless signal including the number of counts as time information to the vehicle control device (2) when receiving the predetermined input operation.SELECTED DRAWING: Figure 1
