To provide a hydrophobic material adding method and device that can reliably add a hydrophobic material such as chaff into existing culverts with drainage slopes.SOLUTION: The present invention is a method for adding a hydrophobic material 13 along the upper part of an existing culverts 12 by using hydrophobic material adding means 21 that includes a groove forming part 16 and hydrophobic material adding part 18. The method includes inserting a culvert search member 20 from above ground in a direction perpendicular to the culvert underground, and adjusting the vertical position of the hydrophobic material adding means based on the insertion amount of the culvert search member when the lower end of the culvert search member contacts the culvert.SELECTED DRAWING: Figure 1
