To provide a gear change gear device capable of reducing the number of parts, and a shield device having the gear change gear device.SOLUTION: A gear change gear device 20 that transmits the force input from an operation unit to the winding shaft that moves the slat, comprises: an input member 23 rotated by input from the operation unit and having an eccentric shaft part 23c at a position eccentric to the rotation center; a spur gear member 24 with the eccentric shaft part 23c inserted into its center hole 24a, and the external teeth 24b rotate and revolve while meshing with the internal teeth 21b provided on the case 21 of the gear change gear device 20, and having a pair of transfer projections 24c; and an output member 25 comprising a cross-shaped engaging groove 25b to which the transfer projection 24c is engaged, and rotated by a transfer projection 24c moving in the engagement groove 25b.SELECTED DRAWING: Figure 4
