To provide a metal ground type cylindrical tank including a side wall made of prestressed concrete which can bear a collision load of a drift by tsunami, and its construction method.SOLUTION: A ground type cylindrical tank includes a metal inner tank 4 directly contacting a storage liquid 5, a cushioning material layer 8 which contacts a side face outside the inner tank 4 and covers the side face 4b, and a side wall 3 which is provided so as to contact the cushioning material layer 8 outside the cushioning material layer 8 and is made of prestressed concrete; and has tsunami driftage collision resistance.SELECTED DRAWING: Figure 1
