To provide a soundproof material capable of improving soundproof performance, and a method for producing the soundproof material capable of obtaining the soundproof material capable of improving the soundproof performance.SOLUTION: A soundproof material 1 of the present invention comprises a first layer 10 made of polyurethane foam, a second layer 20 made of a sheet-like member laminated on a first side surface of the first layer and made of a material other than polyurethane, and a third layer 30 which is laminated on a first side surface of the second layer, is made of polyurethane foam, and has a higher overall density than a density of at least a part of the first layer.SELECTED DRAWING: Figure 1
