To provide a bag body for forming a filled layer which facilitates repair of the filled layer in a slab-type track, and a filled layer forming method using the bag body for forming the filled layer.SOLUTION: A bag body for forming a filled layer, used to form a filled layer located between a concrete roadbed and a track concrete slab in a slab-type track, is arranged over the entire area of the filled layer, and comprises at least one bag main body filled with a filling material. The bag main body is formed on at least one surface of a lower surface being a surface that contacts the concrete roadbed and an upper surface being a surface that contacts the track concrete slab, and includes an exudation part from which the filling material exudes, and a non-exudation part which is formed in a section excluding the exudation part and from which the filling material does not exude.SELECTED DRAWING: Figure 2
