To provide an adhesive panel capable of improving manufacturing efficiency and easily giving variation to a configuration of an upper face plate.SOLUTION: A free access floor panel comprises: a surface plate 1; and a rear face plate 2 disposed below the surface plate 1 and including a plurality of upwardly protruding substantially semi-spherical shaped dimples 3. The surface plate 1 is made of non-metallic material, and the rear face plate 2 is made of metallic material. The surface plate 1 and the rear face plate 2 are bonded by an adhesive material.
