The zinc oxide-based ceramic contains the cordierite phase in a proportion of 10% by mass or more and 26% by mass or less. In the zinc oxide-based ceramic, the surface of the zinc oxide-based ceramic containing the willemite phase in a proportion of 20% by mass or more and 40% by mass or less has a higher proportion in the cordierite phase in comparison with the inside. The surface of the zinc oxide-based ceramic has the higher proportion in the willemite phase in comparison with the inside.SELECTED DRAWING: None
