To provide a functional panel frame that can be firmly fixed to a building, and a building in which the functional panel frame is installed.SOLUTION: A functional panel frame 100 for installing a functional panel 101 on a roof surface 102 of the building, includes: a frame body 10 to which the functional panel 101 is fixed; and a support column 15 which supports the frame body 10. The frame body 10 includes: a vertical frame body 11 which is attached to the support column 15; and a horizontal frame body which extends orthogonally to the vertical frame body 11 and to which the functional panel 101 is fixed.
