To provide a measurement system, a measurement method and a measurement program with which it is possible to easily confirm the progress status per building material at a construction site.SOLUTION: A measurement system 1 comprises: a storage unit 11 in which design information including at least the sizes and design position of building materials at a construction site is stored; a material specification unit 31 for specifying, on the basis of the design position stored in the storage unit 11, at least one building material, as specific building material, that has been carried out at the construction site; a scan unit 22 for measuring the distance and/or angle of the specific building material specified by the material specification unit 31; a point cloud data generation unit 32 for generating three-dimensional point cloud data on the basis of the result of distance and/or angle measurement by the scan unit 22; and a measured position calculation unit 33 for calculating the actually measured position of the specific building material on the basis of the three-dimensional point cloud data.SELECTED DRAWING: Figure 2
