To provide a ground sampling device and a ground sampling method that can reduce a freezing sampling cost by minimizing a frozen range and reducing the amount of coolant, freezing time, coring work, drilling water cooling equipment, and the like.SOLUTION: The ground sampling device comprises: a freezing pipe having excavation means that can excavate a ground to be investigated at a tip; a liquid feeding part that is provided in the freezing pipe and supplies coolant for freezing the ground to be investigated; a liquid returning part that collects the coolant supplied from the liquid feeding part; a water feeding part that passes through the freezing pipe and supplies drilling water to the excavation means; and a water discharge part that collects the drilling water in which earth and rock taken in the excavation means are mixed.SELECTED DRAWING: Figure 1
