To provide a road surface heating device, a construction method for a road surface heating device, a road surface heating method, and a road surface heating system capable of heating a road with saved energy and excellent maintainability.SOLUTION: A plurality of strip-shaped electric heating sheets 110 are embedded in a divided section in which a construction section is divided into a plurality of sections in the traveling direction of a road 200 requiring heating with a plane orthogonal to the road surface in the traveling direction of the road 200, and the connection structure is connected to a power supply via a power line 150 by connecting a plurality of electric heating sheets 110.SELECTED DRAWING: Figure 1
