To provide a dispersion agent for hydraulic composition and a hydraulic composition which give high flowability, reduce viscosity and prevent a setting delay.SOLUTION: A dispersion agent for hydraulic composition, which is used in a hydraulic composition containing water and a binder so that a water/binder ratio is 0.05 or more and less than 0.20 in a mass ratio, contains a copolymer having a constitutional unit (a), a constitutional unit (b) and a constitutional unit (c), in which in the copolymer, a mass average molecular weight in terms of polyethylene glycol/polyethylene oxide that is measured by gel permeation chromatography is within 5-50 times a mass average molecular weight of a monomer represented by the formula of the following constitutional unit (b), and is within 1.5-10 times a mass average molecular weight of a monomer represented by the formula of the constitutional unit (c). In the constitutional unit (a), a maleic acid and the constitutional units (b) and (c) are copolymers of allyl polyalkylene glycol ether.SELECTED DRAWING: None
