To provide an asbestos removal and recovery system excellent in workability, compact in scale, and low in cost.SOLUTION: An asbestos removal and recovery system of the present invention is provided with: a housing; a rotational cutter, a rotation shaft of which is supported, cutting walls including the asbestos; a pressurized water supply passage supplying pressurized water to apply rotational force to the rotational cutter; a cover having an opening to cover the rotational cutter and a position to be cut; a water jet passage branching from the pressurized water supply passage in communication with a space within the cover; and a suction part in communication with the space within the cover to make the inside of the cover negative pressure in a state in which an edge of the opening of the cover tightly abuts on the walls including the asbestos.SELECTED DRAWING: Figure 1
